Born and raised in the Sunnyside area of Houston, Texas, Armand’s journey reflects a deep connection to service, faith, and growth. Today, he lives in Fort Bend with his wife and children, where his focus remains on building a better future for all families.
A man grounded in faith and family, Armand and his wife—a respected healthcare professional—are proud parents of four children and active members of Fort Bend Church. They enjoy traveling, family gatherings, and supporting their children in sports like baseball, track, and boxing.
Educational Background
Armand holds a Bachelor’s in Business Administration and a Master’s in Public Administration from Texas Southern University. He has completed his Doctor of Public Administration coursework at Liberty University and is currently preparing to defend his capstone. His professional experience spans multiple areas of public service including law enforcement, firefighting, and currently, higher education.

Armand is a proud member of Kappa Alpha Psi Fraternity Inc., and his wife is a member of Alpha Kappa Alpha Sorority Inc. Together, they are engaged in nonprofit events, community outreach, and public service efforts across Missouri City.
